In Texas, the rationale for property tax appraisal is as follows:
• A single entity determines appraised values of all taxable properties in the county. The term for this units is "Central Appraisal Districts". There is a chief appraiser overseeing each district.

Using computer models and site visits, every piece of taxable property is given a value by the CAD.

• A period of time is then allowed for taxpayers to compare the value that was assessed to their property with assessments of comparable properties.
• If the taxpayer can prove that the assessed value of his property is different from that of similar properties, he can always file an official protest in writing with the CAD. That protest must be filed by May 31 of the tax year.
• A casual meeting is subsequently planned between a CAD appraiser and the owner of the property. At that meeting the property owner and the appraiser exchange their evidence of the property's value. A compromise is offered.
If the appraiser's offer is unacceptable, the property owner may request the Appraisal Review Board to arbitrate the issue.
The Appraisal Review Board is made of up of other taxpayers in the county; taxpayers who are not employees of the CAD, and whose determinations cannot be overturned by the CAD.

The property owner and the appraiser will present the facts and evidences to the ARB committee. The ARB members ask questions of both, then they determine what the value will be.
That value must be used by the CAD.
• Home owners who remain unsatisfied with the assigned value have one more option outside of filing suit against the district. They can request binding arbitration.
There are several hundred real estate professionals who have been certified by the Texas Comptroller to act as arbitrators. Cases involving homes valued at less than $1 million will be heard by this panel. It is the loser who has to pay the fee for arbitration, and the cost cannot exceed $500.
